SGI Research is the consultancy of Dr Liam O’Shea, an expert in security sector reform, anti-corruption, and politics and security in Eurasia.
Dr O’Shea specialises in security institutions across lower- and middle-income countries, with deep expertise in analyzing the intricate relationships between politics, illicit economies, and security. His work focuses on mapping corruption and organized crime patterns, particularly in corrupt and authoritarian contexts. He has also designed, delivered, and evaluated anti-corruption, security sector reform, and justice programmes, with significant experience in Eurasia, the Western Balkans and elsewhere.
His research extends to improving institutional trust and legitimacy, addressing critical issues like the misuse of force, systemic racism, and institutional misogyny in Western policing organizations. From 2022-24, he was a Senior Research Fellow at the Royal United Services Institute, leading projects on the political economy of insecurity. Prior to this, he served as a Research Fellow at the London School of Economics and was an adviser to the UK’s Conflict, Stability and Security Fund at the Foreign, Commonwealth and Development Office from 2018-2020.
Dr O’Shea has consulted for leading international organizations, including the European Commission, Global Initiative Against Transnational Organized Crime, the Royal United Services Institute, Transparency International, and the Scottish Government.
